When the Federal Ministry of Education and Research was faced with the task of drafting an innovation policy for the new federal states at the end of the 1990s, it was not easy. The East German economic and research landscape was characterised by small and medium-sized enterprises, a low innovative capacity of the economy, a lack of jobs and training places and the migration of young people to the old federal states.
The Federal Ministry's InnoRegio funding programme was evaluated in cooperation with the German Institute for Economic Research. The focus of the programme was on communication and cooperation within the funded networks, network management, social structures and the impact of these factors on the success of the networks and their participating companies.
